ORGANISATION AND SETUP
1. As a first organised measure towards tackling corruption in public administration, the Government of Tamil Nadu, setup the Directorate of Vigilance and Anti-Corruption, as a separate department in the year 1964. The DVAC comes under the administrative control of the Government in Personnel and Administrative Reforms (N) department. In regard to matters of enquiries and investigation against public servants the recommendations of the DVAC are sent to the Vigilance Commissioner for further action.
2. The DVAC at present is headed by a Director in the rank of Director General of Police, assisted by a Joint Director in the rank of Inspector General of Police, a Deputy Director in the rank of Deputy Inspector General of Police. Three Superintendents of Police stationed at Chennai, Coimbatore and Madurai are supervising the work of the Investigation Officers, who are spread out in different districts. Apart from the above, two special investigation cells are functioning in the Directorate at Chennai under two Inspector Generals of Police assisted by two Superintendents of Police to supervise the investigation/enquiries against Ex-Ministers and AIS officers etc. The Organisation Chart of DVAC is furnished below.

3. The Directorate Headquarters is located at NCB, 21-28, P S Kumarasamy Raja Salai, Raja Annamalai Puram, Chennai-600 028. The investigating staff of DVAC in the rank of Deputy Superintendent of Police/Inspector of Police are located at the following district headquarters. Chennai, Coimbatore, Cuddalore, Dharmapuri, Dindugal, Erode, Kancheepuram, Krishnagiri, Madurai, Nagapattinam, Nagercoil, Pudukottai, Ramanathapuram, Salem, Sivagangai, Thanjavur, The Nilgiris, Thoothukudi, Tiruchirapalli, Tirunelveli, Vellore, Virudhunagar.
4. Apart from the investigation staff, there is a legal wing consisting of a Legal Advisor, Deputy Legal Advisors, Prosecutors for disciplinary proceedings to prosecute cases before the courts and tribunals. They also tender legal advice during investigation/enquiries. The Law officers of this Directorate are ex-Officio Special Public Prosecutors for all clauses of cases investigated by DVAC and triable by the Special Judges. There is also an Executive / Superintending Engineer to tender advice or assistance in the cases investigated by the Directorate involving technical matters.
5. The Directorate undertake enquiries into complaints/information about specific acts of bribery or corruption and allied malpractices in the exercise of official authority by public servants under the control of Government of Tamil Nadu. The employees of the public sector undertakings under the Government of Tamil Nadu have also been brought under the purview of the Directorate.
6. While the normal duty of the DVAC is to conduct enquiries into allegation of corruption and allied misconduct referred to by the Vigilance Commissioner and also to furnish the commission with any information and statistics which could be gathered by the Directorate, its main responsibilities are ...
- To Collect intelligence for detection of cases of bribery and corruption and to investigate offences falling within the purview of Sections 7 to 15 of the Prevention of Corruption Act, 1988 (Central Act 49, 1998). Offences committed prior to 09-09-1998 and falling with in the purview of Sections 5 of the Prevention of Corruption Act, 1947 and Sections 161 to 165 (A) of Indian Penal Code would also be investigable by the DVAC.
- To institute enquiries into complaints made by members of public or received from Government, Vigilance Commissioner and Departmental Authorities relating to Criminal Misconduct (Bribery and Corruption), Criminal Misappropriation and Criminal Breach of Trust etc., and other venal practices by Public Servants.
7. As an effective measure of combating corruption, the DVAC lays traps on specific information about the demand of bribe and the circumstances disclose the possibility of immediate acceptance of bribe if paid in response to the demand.
8. Apart from its traditional role as an investigating agency, the DVAC has been actively exploring how best to ensure preventive vigilance in order to impart a greater impetuous to the campaign towards tackling corruption in public services. An important step in this direction is the conduct of state-wide surprise checks in sensitive points in different departments with the help of Officers of District Inspection Cells and Departmental Officers in each district.
9. Reducing scope for irregularities and malpractices is one of the most effective ways of checking corruption. In this direction, various suggestions for amplification or modification of departmental procedures or rules or regulations for avoiding the scope for misconduct as noticed during enquiries/investigations and other such measures calculated to ensure a clean and efficient administration are made to the Government from time to time for suitable instructions to Heads of the Departments/Public Sector Undertakings for necessary corrective action.
10. Enquiries by DVAC result either in prosecution in court, proceedings before Tribunals for Disciplinary Proceedings or Departmental Disciplinary Action before departmental authorities. This Directorate also suggests dropping action for want of material against the Government servants. The executive action of transfer of Government servants to less sensitive post or a distant place, is also suggested.
11.Thus this Directorate seeks information on the allegation of corruption and malpractices while discharging their official duties by Government servants under the control of State Government. These information can be furnished either to the Deputy Superintendent of Police in detachments, mentioned below or Headquarters in Chennai. The information should be specific in all terms to facilitate this Directorate for conduct of enquiry and take follow up action.
